Sex offender back in jail on video voyeur charge involving 6-year-old girl at a Jacksonville library

William Edward Thomas IV, 28, a registered Florida sexual offender who is a transient, was arrested Wednesday for video voyeurism after someone shot video up the skirt of a little girl at a Southside library, the Jacksonville Sheriff’s Office said.

A 28-year-old registered Florida sexual offender just released from prison is back behind bars, charged with video voyeurism charge after he used a cell phone to record video looking up the skirt of a 6-year-old girl at the Pablo Creek Library at 13295 Beach Blvd. according to the Jacksonville Sheriff’s Office.

 

William Edward Thomas IV remains in the Duval County jail on $100,000 bail following his Wednesday arrest, according to jail records.

Police were called to the Southside library just after 3:30 p.m. to investigate a suspicious person, then learned it was a case of video voyeurism, according to the arrest report. Witnesses pointed to Thomas, walking around the library listening to music from a cellphone.

Witnesses told officers Thomas used the cell phone to record video of the girl, the report said. The girl’s 11-year-old brother said he saw Thomas crouch behind his sister with the black phone in his hand “and secretly recorded up her skirt” without her knowledge, the report said.

Thomas was arrested in mid-2009 for auto burglary and lewd or lascivious conduct with a victim under 16 years, then sentenced to prison, according to court files. He was registered as a sexual offender with the Florida Department of Law Enforcement after that conviction.

Paroled in November 2014, he was re-arrested for violating it July 13, 2016. He was released from prison April 1, according to Department of Correction records. He was just arrested July 3 for petit theft, and jailed for a day, Duval County records show.
